Uganda's Wealth Funds: UGX 2.4 trillion in the 2026/27 Budget

Government has lined up about UGX 2.4 trillion in the 2026/27 budget for wealth funds that put money directly into the hands of Ugandans, from parish SACCOs to large-scale farmers.


Money in people's hands

Speaking ahead of the 2026/27 budget, the Permanent Secretary and Secretary to the Treasury, Ramathan Ggoobi, laid out government's wealth funds: a set of financing programmes designed to move ordinary Ugandans from subsistence into the money economy.

Together these funds account for roughly UGX 2.4 trillion in the coming financial year, on top of the trillions already disbursed through long-running schemes.

The main funds

  • Parish Development Model (PDM) β€” parish-level revolving funds for households.
  • Emyooga β€” specialised trade SACCOs.
  • Small Business Fund β€” a government and banks matching fund.
  • Katale Fund β€” a new, direct fund for market vendors.
  • Agriculture Credit Facility and the Large-Scale Agricultural Financing Scheme β€” for value addition and big farmers.
  • GROW and UWEP for women, and the Youth Livelihood Programme for young people.
